Blitz

This is a learnable feat, useable by any race with a DEX of 19 or higher. The user uses their immense speed to perform what seems like a short range teleport using their speed. This feat has 3 tiers, based on the users mastery over the skill. 

Tier 1: The user gains the ability to use Blitz, capable of teleporting 15 ft. on the ground to a place the user can see.

Tier 2: Requires 25 uses of Blitz. The user is now capable of teleporting 30 ft. on the ground, and doesn't need direct line of sight, but they need to know the location exists.

Tier 3: Requires 75 uses of Blitz. The user has mastered Blitz, capable of teleporting 45 ft. anywhere, even in the air. You do not need line of sight, and can teleport to unknown locations if the user can sense an enemy within the space.

Keep track of how many uses of Blitz you've used in the notes section of your character to ensure you unlock the next tier at the correct time.
