Before anything else if you include this in your campaign players will have the ability to hold onto feat gains (e.g player reaches level for ability score improvements or feat they choose feat they can wait until they reach level 20 to actually take a feat but they cannot hold off on ability score improvements this is my first homebrew and I haven't actually played any D&D so I don't know if this is overly broken but it feels that way to me
You have gained Level Mastery mastering the art of leveling. This Feat allows you to increase an ability multiplier by 2 or ability score by 5 at levels 10 and 20. If you are above level 10 already then you will instead obtain an altered version of Level Mastery called Third Eye, you only have the option of increasing your ability multiplier by 1 or ability score by 3 for Levels 10 and 20. If you are level 20 you will instead obtain a altered version of Third Eye called Reawakening, instead of increasing an ability multiplier or ability score you have the option of resetting to level 1 you keep all feats or ability score improvements but resets anything else gained from levels including hit dice. Reawakening also grants the player altered battle sense which makes any foe the player encounters feel easier to fight (Any foe the player encounters is their level +2 if normal enemy if bbv/bbg +3 ((or whatever dm decides as reasonable)) only to them for everyone else the foe or ally is their respective level)
ability scores can only reach a max of 30 and ability multipliers can only reach a max of 15
