This can be a feat or a skill someone can get if they are very prone to Death.
This let's the feat/skill bearer talk and understand any language. When talking normally people will think that your'e talking in their native tongue but this can be changed. If you chose for only Draconic Speakers or a certain person to understand you they'll hear you in Draconic if its aimed at a language or the person will hear you plain as day, but everyone else will hear haunting whispers they'll instantly recognize at Deaths if they've had at least 2 near death events. Should another person have the skill/feat they'll understand you if you chose to aim it at a language but if they are not the target of a directed Devils Tongue even they wont know whats being said.
