When you drink the blood of a creature that is alive, or that has been dead no longer than 1 hour, you regain hit points equal to 1d4.

This can be done as a bonus action if you are adjacent to the creature.

You can use this feature a number of times equal to your Proficiency Bonus, regaining all expended uses when you finish a long rest.
Vampiric Inspiration

You gain a pool of inspiration dice, similar to Bardic Inspiration.

You have a number of Vampiric Inspiration dice equal to your Charisma modifier (minimum 1).

As a bonus action, you can choose one creature (including yourself) within 30 feet who can hear or see you, granting them one Vampiric Inspiration die.

Once within the next 10 minutes, that creature can roll the die and add the result to one ability check, attack roll, or saving throw.
Scaling Vampiric Inspiration Die:

Levels 1–4: d6

Levels 5–9: d8

Levels 10–14: d10

Levels 15+: d12
You regain all expended Vampiric Inspiration dice when you finish a long rest.
