Combat Reflexes uses your Reaction, not your Attack Action.
It does not give you more Attack actions, nor does it replace them.
Instead, it expands how many reactions you can take per round — letting you respond multiple times to enemy actions, not act on your own turn.
You react to openings in combat with preternatural speed. You gain the following benefits

Extra Reactions:
You can make a number of opportunity attacks each round equal to your proficiency bonus, instead of just one. You can still take only one reaction per turn, but this allows you to respond to multiple provoking creatures during the full round. -
Opportunity Mastery:
You can make opportunity attacks even while surprised, provided you are not incapacitated. -
Enter-Reach Trigger:
When a creature enters your reach, you can use your reaction to make an opportunity attack against it (not just when it leaves your reach). -
3. Rules Safeguards (To Prevent Abuse)
Rule 1 — One Reaction per Trigger
Even with multiple RP, you can’t react twice to the same event (e.g., can’t Parry and Counterstrike the same attack).
Rule 2 — Refresh Only at Start of Turn
You regain all RP only at the start of your own turn, not after each use or round.
Rule 3 — No Infinite Looping
Reactions don’t trigger other reactions.
(e.g., You can’t Counterstrike someone’s Counterstrike.)Rule 4 — Action Economy Neutral
Each reaction still costs the Reaction timing.
RP simply lets you use multiple reactions per round, not multiple reactions per turn. -
Quick Reflexes:
You gain a +2 bonus to initiative rolls. -
Only creatures entering or leaving your melee reach can trigger a Combat Reflex reaction.

You can still use Parry, Counterstrike, or Intercept reactions — but all are within reach (5–10 ft typically).

1. Base Rule: Reaction Points (RP)
When you take the Combat Reflexes feat, you gain a Reflex Pool equal to your proficiency bonus.

You can react multiple times each round (not turn) — once per distinct triggering event — until you run out of Reaction Points.
