Teleport in a flash, strike like thunder...
Master the technique of Thunder and Flash. This technique requires extreme agility and dexterity, requiring you to have to have a minimum of 18 Dexterity and 14 Wisdom to use. Upon mastering this technique, you learn to move at blinding speeds increasing your speed by 30ft. Additionally, you've learned to harness magic and mark a weapon of your choice with a lightning rune. This rune binds the weapon to you and grants it the thrown property with a range of 60/90 ft.
While a weapon is bound it deals an additional 1d6 lightning damage, and you gain the ability to teleport to in a flash of lightning at will at the cost of expending movement equal to the distance it is away from you. You can teleport this way a number of times equal to your wisdom modifier. All charges are restored when you leave combat.
If you choose to teleport to a target this way you can use your reaction to make a weapon melee attack and performing "Thunder and Flash Technique: First Step" forcing the target to make a wisdom saving throw of a DC equal to 8 + your Proficiency + your Wisdom Modifier or become surprised.
Lastly if a target is surprised you can use your bonus action to perform "Thunder and Flash Technique: First Step" dealing 4d6 +20 thunder damage in a 15ft area.
