You can move so fast that you basically teleport to anywhere in range. This requires training from someine skilled in this feat. For a moment you gain total concentration for a moment and you dextarity modifyer becomes +10.

At Higher Levels

• level 1 you can barely control this and can use it once at full power and twice at half power
• level 5 you gain more control and can use this skill more frequently (4 at full and 6 at half)
• level 10 you gain even more control and can now run across small bodies of water 
• level 15 you gain full control, can use this feat more frequently (6 at full and 8 at half), and can move across medium sized bodies of water 
• level 20 you can run across large bodies of water and can use the feat 10 times at full power and unlimited times at half power
