Hugo's Hand-Eye of Coordination

You have a single, fully functional eye coming out of the center of one of your palms. How it got there is a mystery— perhaps you drank a potion whose recipe nobody seems to recall. Perhaps a trickster goddess decided to play a prank on you in the night. Nevertheless, it is there. The hand-eye grants the following benefits: 

• When you are blinded, you can still see from your hand-eye, provided you can easily open your palm. 
• Your hand-eye remains open while you are sleeping, allowing you to perceive as if you were awake. 
• When actions are taken within five feet of you, you have an effective +10 passive perception to perceive those actions.
