A Cryo Vision manifests — frost bound to your spirit, calm and merciless.
You gain the following benefits:
Frostbearer
You learn the Ray of Frost and Frostbite cantrips.
Constitution, Wisdom, or Charisma (your choice when you take this feat) becomes your spellcasting ability for all spells granted by this feat.
Additionally, whenever you deal cold damage to a creature, its speed is reduced by 10 feet until the start of your next turn (once per turn).
Cryocasting
At certain character levels you permanently gain access to frost magic:

The spells must:
• deal cold damage, or
• create ice, snow, or freezing terrain, or
• restrain, slow, or immobilize creatures through cold.
Examples: armor of agathys, ice knife, frost fingers, snilloc’s snowball swarm, hold person (ice binding flavor), sleet storm, slow (freezing magic flavor), wall of ice, ice storm, Otiluke’s resilient sphere (frozen prison flavor).
These spells:
• Do not count against spells known or prepared.
• Can be cast a number of times equal to your Proficiency Bonus per long rest.
• Do not require spell slots.
• You may still expend spell slots to cast them normally if you have them.
Frozen Casting
Whenever you cast a spell granted by this feat:
• You may ignore material components without a gold cost.
• You may perform somatic components even if your hands are occupied.
• The ground in a 5-foot radius around a creature damaged by your spell becomes icy terrain until the start of your next turn (difficult terrain).
(Your Vision is not a spellcasting focus — it only replaces components for cold-related spells.)
Glacial Bind
Your frost can lock creatures in place.
When a creature has its speed reduced to 0 by your effects or fails a saving throw against one of your spells, you may attempt to freeze it.
The target must succeed on a Constitution saving throw against your spell save DC or become Restrained until the end of its next turn.
You can use this feature a number of times equal to your Proficiency Bonus per long rest.
At character level 11, a restrained creature also has disadvantage on Dexterity saving throws.
At character level 17, the condition lasts 1 minute, repeating the saving throw at the end of each of its turns.
Permafrost Soul
Your emotions harden into ice.
You gain:
• Resistance to cold damage
• Advantage on saving throws against being charmed
• Advantage on concentration checks when you have half your hit points or fewer
Additionally, you can comfortably exist in extreme cold climates.
Elemental Devotion (Restriction)
The Cryo Vision alters your elemental nature.
If you gain this feat, you cannot learn or prepare spells that deal fire, lightning, acid, or poison damage unless they come from a racial feature, magic item, or another elemental feat (such as Pyro, Hydro, or Electro Vision).
Force, radiant, necrotic, and psychic spells are unaffected.
