The caster has tapped into the magical connection between spellbooks and magical scrolls.
The caster can now use any spell scrolls they find. the spell does not need to be on there list of spells. They also recognise the spell on it with a action if its not on there spell list.
During a long rest the character may create a spell scroll that only they can use for free. The level of the spell can be 3rd level and from any class and is cast using a 3rd level spell slot. If the spell is on there list the spell can be up to 5th level and cast using a 5th level spell slot. The maximum number of these scrolls they can have ready is equal to there spell casting stat bonus. Each scroll made this way is inside the spell book or pact tome, which must be open to it when used. the ink removes itself in some obviously magical way and turns in to the spell if it has a visual effect. the exact apperance of this is up to the player.
All spells and rituals now only take half as many pages but still cost the same to record in the book.
