This feat is possessed by most high-status beings of the city of Obleon. It allows them to physically 'step' into other planes of existence, material planes, (etc).
However, unless the being is a high-level magic type, (at least level 15) this 'side-step' leaves them physically exhausted and unable to preform any major actions until they preform a long rest. But high-levels can side-step with ease, and do it continuously for up to thirty minutes before they need a break for at least twenty minutes. The creature may specify a destination before they travel, but if they don't then they will return to their original plane.
If a creature who possesses the feat touches another creature and then sidesteps, the creature is transported along with them, but if they let go of them whilst travelling, they will end up in a randomised plane determined by the DM.
