Only the most powerful and learned elves can conduct Elven High Magic rituals (Arselu'Tel'Quess).
Elven High Magic spells are always cast as rituals. They allow you to create 10th level spell effects, which cannot be prevented or countered by lower level spells. The effect can be arbitrarily powerful, but carry correspondingly high costs.
Elven High Magic allows you to ritual cast any 9th level or lower spell, by expending an amount of time equivalent to (10 * the spell level) minutes, without consuming spell slots.
At least 3 casters with the Elven High Magic ability can come together to channel Elven High Magic to create a miraculous effect, at least equivalent to the power of a Wish spell without any of its restrictions.
At least 5 casters with the Elven High Magic ability can come together to create or repair a Mythal. Most will likely perish in the process.
