You're proficient in Smith's Tools. You're proficiency bonus for them is doubled.
Over the course of a Short-Rest or Long-Rest you can sharpen one non-magical weapon that does piercing or slashing damage, the weapon gains the effects of a +2/+2 (after the weapon has dealt damage a number of times equal to your level the effect ends.)
Over the course of a Short-Rest or Long-Rest you can strengthen one non-magical metal armor (or shield) with; 20gp worth of metal scrap for medium armor or 75gp worth of metal scrap for heavy armor; the armor (or shield) gains the effects of a +2 (after the armor has been hit a number of times equal to your level the effect ends.)
While crafting items with smith tools you can work in 10gp increments instead of 5gp (you create items twice as fast with smiths tools)
I like this, question though. during these short/long rests do you lose the other benefits of the rest since you aren't completely resting or are you using the rest just as a time frame for how long it will take?
I like your consideration for the perception reduction and potential problems it may cause in adventure. Helps the DM manage overuse as well. Could give your character an opening to interact with the others in the group - 'hey let me fix that up for you.' At first I questioned the Intelligence bonus, but essentially you are enhancing not making the gear so it works for me. I hope beyond will add a feature to add notes to homebrew you've accepted so we can remember this stuff easier. Awesome contribution, I will definitely use it.

At least in my campaigns, Short rests aren't really naps or doing nothing for an hour. It is more doing light activity like meditation, reading your spell-book, or idly sharpening a tool. However, for any specifics in homebrews it is always best to also bring these same questions to your DM who might believe otherwise.
the Rests are more of a time-frame. you could do this over the course of a day or week even. Just needs to be near a forge or have resources nearby to make a makeshift forge. Just something to make this thematically possible. It isn't magical, so it just takes some time of dedicated work. Since you are a really good blacksmith you can do this as a form of light activity over the course of a short rest and gain the benefits that a short rest gives you, however over a long rest (to DMs discretion) you would spend your watch (so you wouldn't really be paying close attention maybe a -5 to your perception check) or an hour before everyone rests prepping the weapon or armor maybe even longer depending on your current resources(You wouldn't be contributing to setting up camp.) Along those lines, be aware how blacksmithing works, hot metal and the clang of a hammer, loud clanging and a plume of smoke may attract unwanted attention and not able to be complete in an enclosed space or in a thick and brambly, dry, wooded forest. You could even choose to wake up earlier than anyone and perform this task. Always up to the DMs Discretion, and whatever tweaks and what-not that would make it more fitting and fun for your character.
