
Only A Wizard of 8th level or higher, can chose this feat. (8th or 12th level is recommended,but if the dm feels its too powerful for mid game,having it become available at lv 16 or 19. Alternatively,the dm can choose to allow the feat to be gained without using a ASI)
When chosen,you unlock the ability to learn any spell from your chosen school,at the cost of another (school).
IF the player is unable to decide which school to sacrifice,they must roll a D8,with each side corresponding to a school of magic,re rolling if it lands on the number corresponding to their chosen school of study.
Once the school of magic is lost,the wizard will become permanently unable to cast any spell from that school or have any spell from the lost school in their spell book for the rest of their existence. Any spells of the lost school in the wizards spell book Vanish instantly. (DM's choice if they are invisible or erased)
Only the use of the wish spell,or a magic item,can allow you the use of a spell from the lost school,and other magic users can still cast the lost spells on you as normal.
For copying non wizard spells of your chosen school into your spell book,the standard rules for spell copying still stand (you need to find a scroll and take the time and money to copy it) however you gain no discount for transferring new non wizard spells into your spell book,though the discount for copying your own spells into a backup book is still allowed.
The creator of this feat recommends Trading ILLUSION FOR NECROMANCY. You lose invisibility,minor illusion,disguise self and simulacrum,but gain revivify and true resurrection,making you a master over life and death.

Obviously,if you choose a school not specific to a spell type,like war mage, psionic, dunamancer,ect,you can't use this unless the dm gets creative.
Interesting idea but it did take me a few read throughs to understand it and apologies in advance if I have got the wrong end of the stick....
I think i'd use the old ad&d wizard school specialisation. Effectively, each school of wizard has one or more opposition schools as shown below (converted to 5e as some schools didn't make the cut through editions):
Abjuration opposed by Illusion
Conjuration opposed by Divination & Evocation
Divination opposed by Conjuration
Enchantment opposed by Evocation & Necromancy
Evocation opposed byConjuration & Enchantment
Illusion opposed by Abjuration, Evocation & Necromancy
Necromancy opposed by Enchantment & Illusion
Transmutation opposed by Abjuration & Necromancy
War Wizards were not in ad&d as far as I can find so I'd treat them as Evocation.
Then Word the feat as:
SCHOLARLY FOCUS
When you take this feat you choose to specialise in the school of magic you selected at lvl 2. Doing so provides great benefit but also some restriction as you willingly cut yourself off from certain magical energies.
Benefits:
You can learn any spell of your school of magic from any spell casting list.
Restriction:
You must choose one school of magic which is opposed to your shcool as shown above. You cut youself off from the magical energies of that school and can no longer cast any spell from that school of magic, this includes but is not limited to: through your spell book, spell slots, racial ability, feats, spell scrolls, magical items or multiclassing. If more than one school is opposed to your school then you only need to select one, for instance: Conjuration is opposed by Divination and Evocation so you only need to choose to cut yourself off from either Divination or Evocation magic.
Any spells you have learned and copied into your spell book from school of magic chosen above are retained and you can still teach them to other people but you cannot cast them.
Learning spells of your school specialisation from other schools of magic costs 50gp and 2 hours of time per level to scribe int your spell book. You cannot apply any discounts to this cost or time due to the additional complexity of converting spells into an Wizard /Arcane format.

In place of being able to any spell from your specialisation school:
You gain bonus spell slots which can only be used to cast a spell from the school of magic you have specialised in. You gain one bonus spell slot for each spell level you can cast but the maximum level is equal to your Spellcasting ability score modifier. For Example: If you were a Wizard/Abjuration specialist and had Int 20, your modifier would b +5, if you could cast 5th level spells you would gain a bonus lvl 1 slot, lvl 2 slot, lvl 3 slot, lvl 4 slot and lvl 5 slot and those bonus slots could only be used to cast Abjuration spells.
main reason for this is I think alot of DM's will not want wizards having access to healing magic or raise dead style magic as they are seen as thematically Clerical/Druid in nature and gives wizards too much ability.
