Controlled Surge

You may choose to expand one fourth level spell slot. If you do you roll a d20 and the effect is cast on a target if it is a target spell, on the area around the target if it is an area of effect spell, or on yourself if is a buff spell. The spell is always cast at the spells regular level- example color spray is cast as a 1st level spell
