You get connected to the wind and controll it a little bit.

You get +1 to dexterity. 

You can weave the wind to make a special board(You can call it a mount) to make it float over the ground. You hover then and can move 50 feet per round and if you have a sail/parachute or something smiliar you can also weave the wind to make you even faster and can move 120 feet per round and you move trippel the speed if you would a walked if you are traveling longer distances.
