Prerequisite: Being a spellcasting character of at least fourth level. Crafting the item takes 2 weeks times the level of rarity one quarter the cost of the item in raw materials and a spell slot of the appropriate level for the spell. Your proficiency bonus will determine the rarity of the item you can craft. You must also know and be able to cast the spell that the item uses. If the spell has an effect as cast at a higher level you may expend a higher level slot but you gain the benefits of the extra power from the spell.
