In any situation (at the DM's discretion), a character can declare “I know a guy,” and then quickly detail an NPC, their relationship to that NPC, and how that NPC can help. (Fewer details are usually better - that leaves room for the DM and PCs to roleplay)
Upon DM approval, the NPC exists. Then, when the player characters try to interact with the NPC, and depending upon the situation, the DM may decide advantage/disadvantage applies.
This feature has 1 charge that resets when the DM says so.
