Expiditious movement

PC gets the benefits of Expeditious Retreat without Concentration. Up to INT + Proficiency score uses per day, minimum 1 use, refills at dawn. 1 use requires a Free Action invoking the <Star Stream> features; each lasts for at most 1 minute / 10 rounds, unless feature is released at will, character is restrained/grappled/unconscious/incapacitated, or dispelled. <Star Stream Scenarios> overule all above restrictions and limitations under vote on equally partitioned d100 Probability Dice roll, with the sum total in assent subtracted from 100 being less than the average PC Level for final say in success or failure of <Star Stream> features.
