You are unable to walk, having either been permanently afflicted with polio, paraplegia, amputations, or injuries that render walking/standing impossible. As a result you have disadvantage on any dexterity or strength checks that would involve your legs (for example acrobatics checks to jump over a fence), and are unable to traverse stairs, or other non-ramped vertical inclines.
