When you are targeted by a melee attack, you can use your Reaction to impose Disadvantage on the attack.  If the attack misses, you may make one melee attack against the triggering attacker as part of the same Reaction.

You may use this feature a number of times equal to your Proficiency Bonus.  You recover all expended uses following a Long Rest.
