You master fighting with two weapons (not heavy or two-handed) and can fight with two similar weapons in the following ways:
Power Attack: Swing both weapons in the same arc. Roll one attack with your attack bonus, on hit apply both weapons' damage then add damage bonus. Can only attack one creature.
Slice and Dice: Attack with both weapons normally in 2 separate attacks. Apply attack bonuses to both weapons and damage bonus to one. Can attack two different creatures
Attack and Defend: Attacking weapon is normal, Defending weapon applies 1/2 proficiency bonus rounded down plus magic weapon bonus to AC for melee attacks only.
All out Defense: No attacks, Apply full proficiency bonus to AC plus magic weapons bonuses.
Power Attack Example: When attacking with longsword and shortsword: roll once +4 to attack, 1d8+2 + 1d6+2 damage (Add damage bonus twice)
Slice and Dice Example: When attacking with longsword and shortsword. Longsword attack: Roll +4 attack, 1d8 +2 damage then Shortsword attack: Roll +4 attack, 1d6 +2 damage.
Attack and Defend Example: When attacking with Longsword and defending with Shortsword. Longsword attack: Roll +4 attack, 1d8 +2 damage, get +1AC to melee attacks only.
