This tier is an improvement of the first and allows the user to control for abstract concepts. These users are resourceful with their use of creativity. 

Action - Fog Cloud - 2 points follows the same rules as the spell

Action - Snowball Storm - 3 points and has the same rules as the spell, Snilloc’s Snowball Storm

Bonus Action - Cloud Cover - 2 points and allows the user to control a cloud, creatures inside the cloud are lightly covered and gain advantage on stealth checks while within the cloud

Action - Wall of Water - 3 points and follows the same rules as the spell, Wall of Water. For two points a water user can also freeze the wall if they’re Tier 3 or higher

Action - Tidal Wave - 5 points and follows the same rules as the spell, Tidal Wave

BA Water Breathing - For every 1 point you can add one more creature to the effects
