This feat is a part of a bigger project od making dual wielding viable when compared to polearm master and great weapon master builds. Two weapon fighting has undergone some changes to match this feat. The additional attack made with the offhand weapon no longer requires a bonus action to use. You still dont add your ability modifier to the damage roll unless its negative. The wepons need to be light to be used with two weapon fighting or one weapon without the light property paired with one 1d4 light weapon (eg. Rapier &Dagger, Longsword & Light Hammer, Warpick & sickle, Trident & club). The Dual Wielder feat is no longer in use. Two weapon fighting fighting style works as normal. Drawing and Stowing two weapons at the same time can be fine if you have at least two free hands.
Description :
You can use two-weapon fighting even when the one handed melee weapons you are wielding aren’t light.
If you take the attack action to make a melee weapon attack using a melee weapon, you can use your bonus action to make an additional attack using your offhand weapon.
While wielding two separate weapons in each hand you can add half of your proficiency bonus rounded down to the damage roll of each atrack.
