It has been one fortnight since the end of the third war for the Aerie. Fought against several nations attempting to assert dominance and control over the Aerie Dynasties’ great forest, our enemies have finally been expelled. Permanently. But not without damage.
The imperial treasury is all but empty, the Empress’ militia is dissolved and without leaders, half of the major roosts of the nation are sacked or razed to the ground, leaving thousands of fowls, songbirds, and raptors roostless. And importantly, no bird sits on the throne of the Imperial Empress. But we have a system, one that has, with… only a bit of trouble, withstood the rest of time. Surely, it won’t fail us now? So, the remaining members of the dynasties- the officials of the Imperial roost, gather at the capital complex for their next session.
In Caw And Squabble, you will be playing as a government official of the struggling nation of anthropomorphic birds, the Aerie, with the (potential) power to bring the Aerie back to greatness. Or, you know, make a lot of money for yourself. Elections will be held, laws will be passed, and, more than likely, corruption will be rampant. This is a collaborative roleplay thread where you can have your character interact with others, hatch plots that may or may not involve breaking the law, and try to shape the future of a nation.

Songbirds are elected by the birds across the Aerie. Each possesses one vote in all matters of the house of talons and may propose laws to the speakers. There must be at least 3 songbirds at any given time. A songbird serves for one season-cycle.

A speaker is the longest running songbird in the House of Talons. There is one speaker for every three Songbirds, the next in line to become a speaker being the longest serving songbird. Speakers have the authority to decide what the House shall or shall not vote on. They cannot propose their own laws, only select those proposed by songbirds. Speakers possess one vote in the house of Talons.

She is to be aware of all discreet and secret operations of the Dynasties, and possesses authority over secrecy and security. The Empress determines what information any member of the Imperial government is permitted to have access to.

The Chancellor is the commander-in-chief of the Imperial militia. The Chancellor is proposed to the House by the Empress and approved by a majority vote in the House of Talons. They serve for one season-cycle. The head of the armed forces, the Chancellor is able to deploy the full extent of the militia to enforce the decree. The Chancellor also has the authority to issue temporary additions to the decree with the approval of the Empress, vetoed by a 1/4th vote of the house of talons.
.-Viziers-.
Viziers are the members of the Empress’ and Chancellor’s combined Imperial cabinet. A Vizier serves for one season-cycle and is appointed by the Empress. Each Vizier has authority over a different imperial department, able to allocate funds to agencies and projects. Their budgets are determined by the House of Talons. The House can abolish or create a new Vizier office and define their duties with a 3/5ths vote. The three current Vizier offices are the Vizier of the treasury, Vizier of War, and the Vizier of the Imperial State. (Presiding over economic policy and taxation, the Militia and defensive measures, and foreign affairs and relations respectively.)
.-Counts-.
A Count is the head of state of one of the six provinces currently controlled by the Aerie dynasty. They serve for three cycle-seasons and are elected by the birds of that province. The Count is able to issue temporary additions to the decree concerning their province, approved by a 1/4th vote of the House of Talons. In addition, they are guaranteed an audience with a majority of the House of Talons any time they are in session.
.-the White Feather Court-.
The White Feather Court interprets the Decree and laws of the Imperial dynasty, ensuring they are followed. The Court is called upon when questions of legality appear in the highest levels of the Aerie Dynasty.
.-White Feather Justice-.
A White Feather Justice is a judge of the white feather court. They are elected by a vote of the Viziers, ties broken by the speakers of the House of Talons. A White Feather Justice resolves disputes regarding the Decree and legality of official actions taken by the Imperial Government. Their decision is final, until another White Feather Justice overrules it. At any time there may be three white feather Justices, and all three must be present for matters of impeachment of an official.
.-On Elections-.
Many of these offices are elected by the will of the birds of the Aerie, and no office is held for life. One Season-cycle is equivalent to 3 real life days for the purposes of elections. When a character is running for election in an offices elected by the common bird, assume they are automatically elected unless they have competition. In the case of competition, flip a coin. When your character votes for elections or in matters of the House, please bold the text and make it green.

The Aerie Dynasties have been using the same, ancient, outdated system for at least eight hundred years. It is broken, yet it remains unfixed.
The Aerie is made of six provinces that together take up approximately a quarter of a large forest. Expansion has been slow, but present. Other major powers have been expelled from the woodland as of recently, leaving lots of open space. Near the center of the six provinces is the Imperial Complex, a capitol building akin to the real life Forbidden city in which most interaction on this thread takes place, with a great meeting tower for the House of Talons, a personal residence and palace/office for the Empress and Chancellor, and a courtroom high in the canopy of a great tree.
The settlements of the Aerie are called roosts. Largely made up of grounded structures built in, around, and below great trees, they are usually filled with life and beautiful architecture. Of the twelve or so major Roosts of the Dynasties, most are in shambles after the wars.
The currency of the realm is called a Shiny, abbreviated SHP or Shiny pieces.
The Aerie is made up of hundreds of bird species, many of which cannot fly. Roosts are built around this. Though their real life counterparts may vary in size, the bird species of this world are more anthropomorphic and have minimal (though still present) size differences.
Technology doesn’t matter all too much, this thread is built on absurdity and the Aerie is just birds. Compare it to ancient Rome, Egypt or India for comparisons in technology levels.
Everything is very absurd and hardly set in stone, you are encouraged to make up your own stuff! Note that we did not name the six provinces and did not give a specific layout of the Imperial Complex. Go wild.

Heck, you can have extra characters that are staff of the Imperial Complex or the Empress’ adventurous son, or ambassadors of a nearby nation of cats! That last one is extra encouraged. Just don’t go wild, don’t go overboard, and remember to have fun. After all, this is all just a bunch of Caw and Squabble.
