The Artificer class is no longer hidden behind the Eberron toggle.
But first of all, are you sure you bought the full sourcebook of Tasha's, or did you maybe buy the compendium-only version (which doesn't give access to character builder features)?
If you did buy the full sourcebook, you may need to ensure that your Entitlements are in sync.

I'm having this same problem. I have both the "Tasha's Cauldron of Everything" sourcebook and the "Eberron: Rising from the Last War" sourcebook. However, when I go to create a warforged character, it will only use the Eberron one. Tasha's is ignored. On the character Builder "home" page I have "Eberron content" and "Noncore D&D Content" selected.
If I turn "Eberron content" off and leave "Noncore D&D Content" on, I can't select warforged as a race. On the "Choose a race" page, I can select "Tasha's Cauldron of Everything" as the sourcebook, but even then it still only allows me to choose "Custom Lineage."
If I have just Eberron turned on, I can select the Eberron warforged. If I have both Eberron and "Noncore" turned on, I can still only select the Eberron warforged.
I have the full Tasha's sourcebook, not just the "compendium." I paid the full price for it and it appears as a sourcebook that I purchased on my "Current Product Licenses" page.
