If your not proficient in shields and equip one you get the bonus to AC then get disadvantage on strength and dex checks with a note saying that its because your wearing armor your not proficient in. But shields operate differently than armor for this in the rules. When wearing armor you gain the AC bonus but get disadvantage, when wielding a shield and not proficient the item description just says you dont get the AC bonus.
2014 rules absolutely involved the disadvantage because there was no distinction, in that regard, between wearing a shield and wearing armour. However, the 2024 rules do separate them and result in difference.
Basically, the sheet is using 2014 shield rules.
This is probably because a forced overwrite to 2024 rules will piss a lot of people off. A system would be needed to determine which rules to employ (presumably as a toggle in the character builder home tab like other things), but the backend of such a system would be difficult to code up. Certainly doable, and it should be resolved - but it may take a while.

Seems to be a mismatch of rules.
