A friend showed me a way to create a level 20 character with a maximum of 2 hp using fixed hp. setting a 3 for constitution and not picking any races, classes, subclasses, etc to improve your constitution and choosing either a wizard or a sorcerer will yield this result. However, as per the rules, when leveling up, the minimum amount of hp to add to a character is 1, even if negative constitution modifiers would make the hp to add 0 or negative. However, it appears that dndbeyond is not adding at least 1 hp for every level, leading to this result.
thanks for the report on this - it's something the dev team is aware of and is on the resolution list (along with improvements to the levelling system).

Hi there,
