You're confusing Spell information with Item information. The item replicates a fireball so it adds the Fireball spell info to your sheet for easy reference. It is not able to create alterations based on the item granting it. When using magic items you should be checking the Item information (Equipment) and taking what it says there over what is in the normal spell. The range is "casting" range and you are not casting it so you should be ignoring that in the Spell section.
Not a bug, just you being confused on how to read the sheet.
If it is too confusing for you to check Item info first then create a copy of the necklace and the fireball spells, edit the copy of fireball to change the range, edit the copy of necklace to change it to link to your edited copy of fireball, and use that copy necklace for your character instead. Personally I'd consider it easier to just read the item info when using an item, but to each their own.

You can throw the beads 60 feet but the range says 150...
