I created a homebrew feat and selected the human race for its prerequisite. But when I make a human character, it won't let me select the feat.

Devious serpent folk devoid of compassion, yuan-ti manipulate other creatures by arousing their doubts, evoking their fears, and elevating and crushing their hopes. I had the same issue and fixed it by changing the character from public to private. I guess because the feat wasn't published it can't be public.
