Is there an upcoming update I'm unaware of, or is this just a bug? I've got only a handful of backgrounds showing up and was disappointed when I noticed outlander wasn't among them.
Only the things WotC gives away for free are available for free. The rest can be found here.

Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.
