Echo Knight is not technically an official subclass. It’s Critical Role content, meaning it’s classified as homebrew. (Just, homebrew that was made by a big-name person and that therefore they can change money for.)
Try fiddling with the toggles on the first page of the character creation interface. They’ve recently changed some stuff, so those types of “Partnered Content” are no longer visible by default even if you’ve paid for them, and you must re-enable them manually every time. One of the toggles should enable you to see Echo Knight.
Echo Knight is official content, because it's from EGtW, which is an official D&D publication, but it is also Critical Role content, and all CR content needs the Critical Role slider on/red/right, regardless of whether it's official content or not.
I just bought the Echo Knight subclass and the Lineages Race. The Lineage I can access but the Echo Knight subclass doesn't show up.
