Can I share my private homebrew creations with others in a campaign of which I am not the DM?

It's shared automatically for those that have enabled homebrew on their characters (and are in the same campaign with content sharing on).
Edit - You need content sharing turned on as well.
Sorry, either I'm not understanding, or I haven't explained myself well.
I am a player in a campaign. Some else in the campaign is the DM, and has turned on content sharing.
I have created a homebrew variant race not for myself, but for someone else in the campaign. How can I share it with them?

As long as content sharing is turned on and homebrew is toggled on, yes.
If I created the demi-god homebrew race and joined your campaign, you would all see the demi-god homebrew race as an option. Don't ever let VillainTheory join your campaign... race overload.
