I can confirm that the first equation is not what you want to use for getting a random weight! But I don't have the physical copy of Ravnica to tell if this was how it was printed in the original book. (DDB has to replicate the contents of sources, mistakes and all; WotC is responsible for issuing erratas to fix them.)

Weight = (Base Weight + Height Modifier in pounds) × Weight Modifier
It should be :
Weight = (Height Modifier × Weight Modifier) + Base Weight
