Mariner's Armor does appear in the magic items listing but it's not available to add on the character sheet or available in the create a magic item dropdown list.
I'm willing to be a whole dollar that it's because of the apostrophe in the name.
It shows up fine for me. Note that it is broken into all of the different armor types that can be Mariner's Armor. Search "Mariner's" and make sure that:
a) You have purchased the DMG or piecemeal purchased Mariner's Armor.
b) You are using a character that is proficient with a kind of armor that can be Mariner's variant, or that you have deselected "proficient" in the add item section.
c) You have "Magical" checked in the add item section.
Okay, I figured out what's happening. I had everything set correctly, but I'm on a Master Subscription. I have access to the DMG and can browse to the Magic Item Listing, but I'm creating a character in the character builder and it's not giving me access. I can add it to a character in one of the content sharing campaigns already.
I understand why I can't see it in the character builder but that's really not intuitive at all and there's no messaging other than "no results found".
Yes, you won't be able to create a character using content you don't own outside of a campaign where that content is shared with you. You can buy content piecemeal if you'd like, and anything you buy will take cost off of the full purchase of the book it's from. Alternatively, you could make a Homebrew magic item, and copy the information from the Mariner's Armor. As long as you don't try to publish it, you can then use the Mariner's Armor on your characters outside of the campaign that grants you access to the DMG.
