While it appears to track the number of cantrips you can select, the spell management interface let me choose every single level 1 spell as "known" instead of restricting it to 6 at level 1 when creating a Wizard.
I tried this with a bard and the level 1 restrictions worked as expected.
I believe this is due to the fact that Wizards can pick up spells and add them to their spellbook by inscribing them. I'll add it to the list of items I have to check with staff later on.

This still appears to be the case. It is somewhat confusing, since it makes it easy to learn more than the allowed number of spells.
One way to enforce this would be to require an item (spell sheet?) to be added to each spell the wizard acquired outside of the free 6+2*lvl spells.
