In other words, you don’t have access to complete the action.
I fixed it by choosing the Lute option instead of one of the other (newer?) instruments in my bard's Equipment panel. It seems that some items just cause that error.

Thanks for mentioning about instruments! I just replicated getting a 403 by adding a Whistle-Stick as a piece of starting equipment to a character with the Far Traveler background. I was able to select it from the dropdown even though I don't have access to One Grung Above on this character, nor did I have Non-Core D&D Content enabled. The 403 occurred after I clicked Add Starting Equipment.
I hope this helps the staff take care of the issue!
As for the OP, I suggest you check the Equipment lists in the Basic Rules to make sure that you're picking something safely accessible for Starting Equipment.
