In short, I wanted to see what the lowest CR creature that had a lair was, so I filtered it and sorted by CR. That's when I noticed that it flat out doesn't actually return everything that has a lair.
It excluded the Unicorn which has a lair with regional effects but no lair actions, so I thought that perhaps "HAS LAIR" only meant lair actions. Then I realized it was also excluding the Aboleth, which has lair actions.
Doing a general search for "lair" and setting it to monsters only also doesn't bring these two up, so I imagine that's related. I'm not sure if there are other monsters who are also being incorrectly excluded from the search, but thought I'd bring attention to this bug.
