Purchasign problem

Im sure the title alone tells you the problem i am having. Since this seems to be a well known bug on here, but try as I may I cannot find a solution

the bug i am having is the one with the 

ERROR:Gateway Rejected: avs-GATEWAY_REJECTED 

Upon trying to purchase The PHB with a credit card

To run down everything i have attempted

I have tried to purchase it on opera, microsoft edge and a brand new installed version of google chrome.

i have double and triple, i would say even quadruple checked my information its all correct nothing is worng.

I do not have any vpn's that would stop it. 

I even submitted a ticket to them about it almost 24 hours ago and i was left on with the email saying they have it. 

So i am now asking what do i do? cuase nothing i do seems to work
