This is not WotC. This is a different company who licensed the rights to design, implement, and monetize this content. They expect to be paid for their efforts as well.
Can I also read the books in OFFline modus with DND Beyond? In my case I own a Microsoft Surface pro (which does not have an app like Ipad).

Check the mobile app D&D Beyond on Google or Apple stores, it works offline. Everything you have purchased on the website will be downloadable on the app.

Used to play AD&D in 1988 but evolved a bit since then.
Own a myriad of game systems but recently moved to D&D 5E and starting to adopt 2024 edition yet I will remain playing 2014 for the time being.

I feel this might be a stupid question but, if I bought a hardback copy of a book, can reclaim a digital copy of the book online?
If this currently isn't an option, is this option being considered for the future?
Not sure i can afford to buy the same book twice.

You don't need to subscribe to read or use them. If you bought them, you have access. Free accounts are just limited in certain ways.
Also, read the details about the Master Tier. Likely you will find the sharing appealing and you can buy the books a bit a time.
So your advice is "rebuy everything", way to help out loyal customers.
