I'm creating a dragonborn character whose languages would obviously be Common and Draconic. Why isn't Draconic listed? Is it because it's assumed with my character's race?

yes, you are correct - the reason you can't select it is because your character is already proficient in that language.
All Dragonborn get proficiency in Common and Draconic for free,
