I have set up a campaign and enabled content sharing. I havent purchased the books, but one of the party owns all the books, so anyone else should have access to build using all books in my campaign, is that correct. As currently if i try to create one in this party i cant have anything from other books. The member who has unlocked is only in one other campaign.
Correct, if you have master tier subscription and enable the content sharing for any campaign you're in (I believe you have to have a character in one, but I believe he has to be the DM) you will all be granted access to the books he owns. This means you will have access to the books in digital format, but any mechanical elements (like all races and subclasses in the character builder) will only be unlocked in that one campaign.

within a campaign, homebrew content is automatically shared - to share purchased content (Player's Handbook etc) requires someone in the campaign to have a Master Subscription and enable content sharing.
This will allow everyone in the campaign to access all unlocked content from all other members.
