Using the Noble Background 2024, one of my Players added 2 to Charisma and then another 1 to Charisma. I don't know if this is just a problem with that particular Background, or whether it's across the board. But, it does clearly say it should be a different score that gets increased, and not the same one.
I encountered the same thing. The DND Beyond Character Generator is allowing the user to add 3 to one ability score instead of 2 to one and 1 to a different one or adding 1 to three different scores.
Also, does this mean that you cannot start game play with an 18 Ability Score if you use the Standard Array or Point-Buy method?

That's correct, you can't reach 18 in an ability score at level 1 using those methods.
