I'm 100% sure of this, because I just wasted 45 minutes and ended up filing a ticket because I couldn't add "Elven Accuracy" to my half elf.
And I'm 99.99% sure you will have many other support tickets for the same reason.
I had to search the forums to see if this was an issue, follow the resolution steps for the issue which appeared most similar, go collect the evidence that I had, indeed, purchased XGtE, followed the wizards.com steps before they would allow me to create the ticket, which in fact showed that some of my purchases were not synced, sync the purchase, clear my cache/cookise (ouch! I have lots of useful stuff in there), reverify that I still couldn't add Elven Accuracy.
In order to understand this problem better, in order to try to figure out whether this was an account issue or a technical issue (I didn't even consider the possibility it was a bad UI issue), I starting going through my 130+ characters, looking for those which had a race that would qualify that char for a racial feat, and see if it was offered. None of the characters I looked at were offered the expected racial feats. Until... I found a character who already had Elven Accuracy, clicked on it to see if it was in the list, and only then did I notice that it was listed under "Expanded Rules".
I know where to look now, but each D&D Beyond user who wants to use one will have to figure it out on their own...
Xanathar's, Tasha's etc are very much marketed as extensions to the rules, not as core rules. It is 100% logical that they are under the Expanded Rules toggle. A toggle that is also enabled by default - meaning you disabled it.
To me, this is less about UI and you not noticing that things marketed as expanded rules will be under the expanded rules toggle.

Just to add that this expanded rules toggle to be able to deactivate XGtE and TCoE was something specifically requests by people in the community who wanted more control over playing 'core D&D only' or 'expanded D&D rules'.

Let me clarify and set the record straight: I did not disable it. Ever. It was not disabled. I did not have to re-enable it to gain access to Elven Accuracy.
Tbh, I wasn't aware that it was possible to turn off Racial Feats from XGtE. I'm guessing that's controlled by the "Expanded Rules" toggle on the character creation "Home" page. And I'm not sure how long that toggle has been available. (Personally, I would have preferred source-book-by-source-book control, but no one asked me. Or at least setting-by-setting.)
Maybe I'm crazy, but I don't remember feats being separated into "Core" and "Expanded" feats. Maybe that happened when the "Expanded Rules" toggle went in.
Historically, feats were organized only alphabetically. I've been trained for 7 years on DDB to assume they're alphabetical. I'm guessing they recently organized the feat list into "Core" and "Expanded". (And they changed it again today, which makes sense. Feats that were "Core" yesterday have moved to "Legacy" today.)
I still argue that changing the UI in this way is going to result in support tickets. It's not wrong. It's just going to be surprising for folks used to the old UI, and don't think to scroll up or down.
But it's not surprising that software companies don't think of everything when they roll out new versions of their software. Short of quantum mechanics, software is about the most non-linear thing humans have every created.
