After I copied (not sure if this is relevant) my character to test out some lvl 8 builds, I could pick any feat I wanted for my Wood Elf Rogue. I'm pretty sure I'm not supposed to be able to have dwarven fortitude of flames of phlegethos as an elf. I own all the content shown.
This isn't a bug - it's a feature requested by the community - the ability to add further feats, outside of normal progression rules and without having to stick to prerequisites.
If you add feats outside of the normal awards, it will flag this on your character.

If it's in the character builder, it's not intended to be permanent from what filcat said. If it's an ad-hoc feat added through the character sheet, then that's different.
