So I'm remaking my wizard to fit with the 2024 rules and I am missing spells off the list of selectable ones. I wanted to take chromatic orb however it is not on the spell list. There isnt even a legacy choice for it. If I was to make a 2014 wizard, its there for the choosing but not with 2024. Is dnd beyond not letting people use the things they already own, like hte 2014 spells, when using the free rules for 2024? Or am I doing something wrong?
From what you've said, this seems like intended behavior.
Chromatic Orb 5.5 is listed as being part of the Player's Handbook (2024). So it should not be accesible via the free rules. Whereas a spell like guidance should be usable with the right class/feat/etc. because it is part of the free rules.
Further, Chromatic Orb 5.0 would not be intended to be used on a 5.5 character as the general 5.5 rules are, "If there's a 5.5 option with the same name as a 5.0 option then the 5.5 options replaces it and you do not use the 5.0 version." Hence DDB doesn't support using 5.0 spells on 5.5 characters when there's a 5.5 version with the same name. There's an exception with Feeblemind->Befuddlement and Branding Smite->Shining Smite but in those cases they're renamed replacements still.
So you have two options. (To the best of my knowledge.)
Option 1: Purchase the 5.5 PHB to unlock Chromatic Orb in your character builder. (This assumes the right subscription tier for access and or a willingness to wait.)
Option 2: Create a homebrew copy of Chromatic Orb and in the class tags you can manually add the 5.5 sorcerer/wizard classes to it. This will look a little funny since you'll see the same name duplicated (see the guidance example that repeats Druid and Cleric twice) but I believe it should allow you to enable homebrew and get your spell into the character sheet.
Edit: Option 3 (maybe): Looking at the current free rules for 2024 the same subclasses that were available in the 5.0 are the ones for the 5.5 so perhaps once they add Sorcerer to the free rules you'll get access to the 5.5 Chromatic Orb as I did see it listed as a Draconic Sorcerery spell so if the Draconic Sorcery subclass becomes the Sorcerer free subclass, you would presumably get access to it that way.
