Ok so we fixed it. It appears that they needed to join the campaign with an existing character they had on their account for it to work.
If they tried to make a character from the Campaign, the rules worked within the Character Builder but they couldn't read the actual Player's Handbook 2024.
At least that's what we did to fix it, maybe it was a glitch? No idea.

I own the Player's Handbook 2024 and have created a Campaign. The content sharing is Enabled but the Players cannot access the book to read it.
What am I missing?
They should check their entitlements. https://www.dndbeyond.com/account/licenses
You should try turning content sharing off and on again.
Can they use the book's stuff building characters within the campaign?
