I am trying to make my draconic sorceress for my new campaign. And I thought that a draconic bloodline was base game? Do I need to by something? Because I have no option for "sorcerous background" AT ALL.

Is your campaign going to be using the 2014 rules or the 2024 rules?
I ask because all of the classes, including Sorcerer, had significant changes in the 2024 updates, and D&D Beyond has them implemented as separate classes. One of the changes is that all classes get their subclass selection (which, for Sorcerers, is called Sorcerous Origin) at level 3, whereas some classes (like Sorcerer) got it at level 1 under the old rules.
So, it sounds like what may have happened here is that you've selected the 2024 Sorcerer class, but you're expecting to see the subclass selection at level 1 like the 2014 Sorcerer class has.
If that's true — if you're looking for the old 2014 Sorcerer class — then what you need to do is go to the Home tab of the character builder and make sure that "2014 Core Rules" is checked, then go to the Class tab, remove the Sorcerer class you've selected, then scroll down to the second set of classes under the "2014 Core Rules" heading and select that Sorcerer class instead.
Otherwise, if your campaign is actually using 2024 rules, then your character is set up correctly and you will get your Sorcerous Origin when you reach level 3.
Being draconic bloodline is not a subclass though? I mean you cant chosoe your dna suddenly later in life, right?
Sorcerous Origin is the term used for Sorcerer subclasses in the 2014 rules. The term "subclass" is now used for all classes' subclasses in the 2024 rules.
Sorcerers chose their subclass at level 1 in the 2014 rules. In the 2024 rules, all classes choose their subclass at level 3. I agree that this doesn't make a great deal of narrative sense for Sorcerers, but it is what it is.

The description of the subclass in the Player’s Handbook explains what all the features are and what levels you get them at.
Just like your character doesn’t get Elemental Affinity until level 6, or Dragon Wings until level 14, or Dragon Companion until level 18: the power of their draconic sorcery grows throughout the course of the adventure.
