Synaptic Static is unavailable to Bard 2014

Hello All,

I am unable to see the spell Synaptic Static on a 2014 bard class setup. All my the sources I need are purchased and entitlements are up-to-date (see screenshot below). I am unsure why I can not see the spell at this point. Is it a bug? Thanks for all the help!
