The Psionic Spells feature from the Aberrant Mind Sorcerous origin (Sorcerer subclass) only provides the Mind Sliver but none of the other spells. They are not added automatically, neither can they be chosen from the menus to manage and add spells. The feature simply doesn't work currently.
Seems to work for me. Could you share a link to your character sheet? Make sure in their character settings that “Character Privacy” is set to “Public”, too, please.

I have 2014 Core Rules enabled but I do not own the 2014 PHB.
I have done some testing on my own and I found a few things: Arms of Hadar and Dissonant Whispers are PHB content that isn't part of the Free Rules, so they don't show up on my character unless I buy the PHB. This means the Aberrant Mind subclass is not fully functional on its own with just TCoE, you actually need to buy another book for it to be complete, which is a pretty frustrating concept. Putting the character in a campaign where the PHB is shared does solve that issue. Yet, the ability to change the spells provided by the Psionic Spells is always completely absent from my character sheet not matter what I do.

Books like Tasha's Cauldron of Everything and Xanathar's Guide to Everything and basically every official book by WotC beyond the core 3 are extensions of those core 3. They will expand upon those books, and be under the expectation you have them available. For instance, Tasha's opens with a "Using This Book" chapter which specifically states:
Whatever options you choose to use, this book relies on the rules in the Player’s Handbook, Monster Manual, and Dungeon Master’s Guide
It should always be assumed that any official book by WotC may have reference or requirement of the relevant core 3 rulebooks. Buying the additional books without getting the core 3 first is like getting a videogame's DLC without getting the videogame.
As for swapping the spells that is not supported by D&D Beyond, and since the subclasses were reprinted into 2024 rules without the ability to swap them, it should be assumed D&D beyond will never support it.
There is a clunky homebrew workaround by making a homebrew copy of the subclass and editing the spells to change them. I made a video to show this - audio sucks but you should still be able to hear everything. The video uses Clockwork as example but process is same for Aberrant.
If you know in advance you will be changing all the spells but are not sure which ones, or may be using this subclass for more characters, here's an alternative method where you let the user 'choose' the spell, without needing to re-edit the subclass each time.

So D&D Beyond just didn't fully implement this subclass? Is there any where on the site where not finished content is officially listed so I'll know what is a bug or not?

So not owning the PHB means this makes total sense why it works for me. In order to use Arms of Hadar you need to own the PHB because it's not in the basic rules. So the subclass was completely implemented, but you don't have access to all elements of it. Buying Tasha's doesn't give access to the spell.
So in reality the system was smart enough to not break and simply limits access to what you don't have access to.
Honestly, not owning the PHB on D&D Beyond, while making characters on D&D Beyond, doesn't really make sense. If you don't want to buy a digital copy and just use the physical copy, then use the physical copy, and a PDF or physical sheet.

The 2014 version of subclass was not fully implemented. The not implemented part being referenced is the swapping the aberrant spells on level up.
This: -
Whenever you gain a sorcerer level, you can replace one spell you gained from this feature with another spell of the same level. The new spell must be a divination or an enchantment spell from the sorcerer, warlock, or wizard spell list.
- Is not implemented / supported on D&D Beyond, and since this feature was omitted in the 2024 reprint, it [probably] never will be.
I think this is what Huatu meant in the post you replied to.

That part also makes sense to me. There never was confusion there really. The part I'm actually confused about if the "swapping spells" part of the feature not being implemented in the character sheet in any way. I would understand the D&D Beyond sheet giving too much freedom, just like a physical sheet, but deleting/nerfing features, that I find rather extreme. The automation is nice, but if it doesn't let you play the game normally, it's a little sad.

Interestingly your Psionic Spells section doesn't list the three spells, just one.
Have you tried switching to another Origin and then switching back?
I just tried doing so by swapping to Draconic Bloodline and back to Aberrant Mind, and nothing has changed, the spells are still bugged.
Do you own the 2014 PHB, or is your character assigned to a campaign where that book is shared with you?
Do you have 2014 Core Rules enabled for that character?
